I do not know exactly, but in that Issue that you specify (3'99) are not present in general a mention about Silent Hill.

That's ok! At least I know that the demo of Silent Hill 1 was release with MGS in 99. I think I might find the info I'm looking for in another issue from that year. I'm current downloading the other 99 issues atm.
