I replaced bios file to scph7502.bin and I was able to run PAL games (there was even boot sequence). I dont know if there is region free bios but we can always patch image region.

thanks )) unfortunately i can test games only on evenings. To my mind it is not good idea to replace BIOSes (cause 4.5J is the latest), it seems that patching images is much more useful (but it is great that bios replace is working).
So if understand correctly we don't need to change sector count in 1Mb header at offset 46h? Anything is working fine without changing? Pal game runs in PAL video mode?
Maybe we can replace %s/disc/disc0 with %s/disc/disc%d to add possibilty to run 2-disk images? Did you try to boot directly into bios?
