VO always better than Dub. For Dub it should be perfect (and official no voices RAW source track) job of sound record director. Perfect or in cases its not - Dub going to trash quality with screwed audio track of original sounds (russian official movies Dub get sometimes additional sounds not present in original; ofc ambient sounds and voices missing too, always).
VO is good even at average level. Because it is still original sound track. With original SFX and ambient sounds and voices (esp on streets scenes).
So if VO always one-point score higher, there is no sense to do Dub even on perfect level. VO stay better, so why do hard/perfect job for Dub?
We russians have very bad translation culture since Soviet era (in general, starting from books localisations). Many people here hate foreign language and English especially. That lead to bad translation decision of exclude any leftovers of English text, even as a characters/letters. I know for Brazilians they are same. They at least have latin letters. That solve many technical issues, which stay even for fan-made russian Cyrillic versions.(same issues for voices with "no English on background!!111")
To make good translation (text) and whole product localisation people responsible for that should know and like both languages - original and local. We have worse than just hate of Eng. But i guess its still going after hating of Eng. Thats why translators here do so bad job translating Eng text. They dont like how its sound, they dont like English person's names, how they sound, they made up translation from Eng to another language and only after translate to russian... For names that shouldn't be translated at all! Literally all of that. Even when translator/editor declare they like original product(eg book) and they want good translation for it. We didnt have any at least average translations of The Lord of the Ring or Dune even with translators declared they like original. No, they dont. They cant like it - they hate original Engliah those books writed.
